These are requirements laid out by Scouting America.

REGISTRATION AND PROGRAM
Participants must be registered in Scouting America as current members of a troop, Venturing crew, or Sea Scouting ship.
RANK: Participants registering as a member of a troop must be ranked as a First Class Scout or above. This does not apply to Venturers or Sea Scouts.
AGE
Participants must meet these age requirements:
Members of troops: must be at least 13 years old by the first day of the course and no older than 17 years old.
Members of ships and crews: Venturers and Sea Scouts must be at least 14 years old (or 13 and completed eighth grade), and they can be no older than 20 years old.
UNIT RECOMMENDATION
A unit leader must recommend the participant.
NOTE: Under certain circumstances, we can waive this requirement. Send us an email and we'll get it worked out.
PREREQUISITE COURSES
Participants must complete Introduction to Leadership Skills for their respective program (for example, Introduction to Leadership Skills for Troops).
NOTE: We strongly recommend taking an ILS(X) course before attending NYLT; however, this requirement may be waived if a participant is unable to attend because of circumstances beyond their control. Please contact us.

Participants should be comfortable with the following topics before they attend course:
CAMPING
OUTDOOR COOKING
Cooking with camp stoves and Dutch ovens.
Camp stoves: know how to cook food slowly and thoroughly (we've eaten many tater tots that were burned on the outside and frozen on the inside 😆)
Proper cleanup (washing dishes, disposing of dishwater, and packing away trash overnight).
How to avoid cooking mishaps, and how to respond to them if they occur.
BASIC FIRST AID
See all first aid requirements* from the Scout rank up to (and including) the First Class rank.
LASHINGS
See requirement 3*, First Class rank.
In addition: we also use the tripod lashing - this one is important, so please be comfortable with it!

All of the listed skills are used during activities, so we strongly recommend every participant review them before attending course.

We provide a packing list that participants should follow on the Documents page. Below are some important highlights, but please reference that list too!
HEALTH FORMS
All participants should have complete BSA Annual Health and Medical Record forms, including parts A, B, and C.
TENT
All participants must bring a tent (ideally, it should fit two people with gear).
Per course policies, participants may be permitted to tent individually with approval from the Course Director.
OFFICIAL SCOUTING UNIFORM
We do uniform inspections throughout the week, and participants will fail if they do not have the following components of the official uniform. They can be purchased from your favorite Scout Shop.
REQUIRED:
Uniform shirt (a.k.a. Class A)
Uniform shorts and/or pants
Zip-off uniform shorts/pants may work best, as course week temperatures can vary a lot (we have had ninety degree days, and we've had days below sixty).
Look-alikes are acceptable.
Uniform socks
Look-alikes are acceptable.
Official uniform belt and buckle
Any official Scouting belt and buckle will work.
Water bottle and belt clip
Water bottles are a part of our official uniform.
Water bottles must have clear sides (transparent colors are allowed).
These can be purchased at a Scout Shop, but they do not need to be. Most off-the-shelf water bottles should work just fine.
Most staff and participants find it very useful to clip their water bottle to their belt. Carabiner clips usually work best for this purpose. We advise against clipping directly to the belt loops since those can tear under the weight of the water bottle. We don't endorse water bottle brands, but many staffers use Nalgene bottles.

Neckerchiefs and slides
These should be left at home.
